THE ISRAEL ASSOCIATION OF VEHICLE TESTING INSTITUTES VEHICLE TESTING IN ISRAEL
BACKGROUND A- HISTORY:
IN ISRAEL MOTOR VEHICLES ARE CATEGORIZED AS EITHER PRIVATE CARS, STATION WAGONS, TRUCKS, BUSSES OR MOTORCYCLES. THERE ARE SOME 1,600,000 MOTOR VEHICLES ON ISRAELS' ROADS TODAY, APPROXIMATLY 1,250,000 OF THEM ARE PRIVATE CARS.

MADATORY VEHICLE INSPECTION BEGAN IN 1950 DURING THE EARLY YEARS OF STATEHOOD.

THE ANNUAL INSPECTION WAS PERFORMED BY THE MINISTRY OF TRANSPORTATION AT GOVERNMENT TESTING STATIONS. THESE CENTERS WERE FULLY EQUIPPED WITH TESTING APPRATUS COMPLYING WITH LOCAL REGULATIONS.

PRIVATIZATION:
THE INCREASE IN QUANTITY OF MOTOR VEHICLES DURING 1965-1970 CAUSED THE GOVERNMENT TO PRIVATIZE THE MANDATORY TESTING. IN ORDER TO FACILITATE THIS CHANGE, THE GOVERNMENT APPOINTED SEVERAL LARGE GARAGES AND PRE-EXISTING VEHICLE TESTING STATIONS AS GOVERNMENT SUPERVISED CENTERS.

THE FIRSTED FOUR PRIVATE TESTING STATIONS BEGAN OPERATING IN ISRAEL'S LARGER CITIES: JERUSALEM, TEL-AVIV, HAIFA AND BEER-SHEVA. MANDATORY TESTS WERE PERFORMED ACCORDING TO STANDARDS DETERMINED BY THE LICENSING AUTHORITY OF THE MINISTRY OF TRANSPORTATION. TODAY THERE ARE 145 TESTING LINES IN 86 STATIONS THROUGHT THE COUNTRY.

ESTABLISHMENT OF THE ASSOCIATION:
THE ASSOCIATION OF TESTING INSTITIUTES IN ISRAEL IS A REGISTERED FELLOWSHIP OF ALL VEHICLE TESTING STATIONS IN ISRAEL. THE ASSOCIATION WAS ESTABLISHED IN .1987 PRIOR TO THE FORMATION OF THIS FELLOWSHIP, A CONFLICT OF INTEREST WAS DISCOVERED BETWEEN THE GENERAL GARAGES AND THE TESTING STATIONS.

THIS WAS THE CAUSE OF THE ESTABLISHMENT OF AN INDEPENDENT UNION FOR TESTING INSTITUTES. THE ASSOCIATIONS MAIN OFFICES ARE LOCATED IN RISHON LE-ZION IN THE CENTER OF THE COUNTRY PROVIDING SERVICES TO ALL TESTING STATIONS IN ISRAEL.

PRIMARY AIMS:
THE ASSOCIATIONS PRIMARY AINS IN ISRAEL ARE:
1. TO IMPROVE THE TECHNICAL LEVEL OF TESTING STATIONS AND TO TRAIN QUALIFIED PERSONNEL BY THE USE OF TRAINING COURSES AND ADVANCED STUDY FOR TESTERS.
2. TO CONDUCT ANNUAL INTENSIVE TRAINING SYMPOSIUMS FOR TESTERS AND THEIR INSTITUTES' MANAGERS. LECTURES ARE GIVEN BY TOP SPECIALISTS IN THE FIELD.
3.TO PROVIDE LEGAL AID FOR TESTING STATIONS.

DESCRIPTION OF THE ASSOCIATION'S STRUCTURE:
1. ETHICS COMMITTEE - IS A JOINT COMMITTEE OF THE VEHICLE DEPARTMENT OF THE MINISTRY OF TRANSPORTATION AND THE ASSOCIATION OF TESTING INSTITUTES. THE COMMITTEE DEALS WITH TESTING STATIONS AND TESTERS WHO EXCEED THE CODE OF ETHICS OF VEHICLE TESTING. THE COMMITTEE HAS VIDE-RANGING AUTHORITY AND MAKES DIRECT RECOMMENDATIONS TO THE VICE-GENERAL MANAGER OF THE MINISTRY OF TRANSPORTATION.

2. TECHNICAL COMMITTEE - WORKS TOGETHER WITH EXPERTS ROM THE MINISTRY OF TRANSPORTATION TO DETERMINE NEW TESTING PROCEDURES AND CRITERIA AND TO ADAPT EXISTING METHODS TO TECHNOLOGICAL ADVANCES IN THE FIELD.

3. ADMISSION COMMITTEE - VERIFIES THE QUALIFICATIONS OF TESTING STATIONS AND THEIR MANAGERS PRIOR TO MEMBERSHIP IN THE ASSOCIATION.

4. MEMBERS COMMITTEE - IS AN INTERNAL "JUDICIARY" WITH WIDE-RANGING AUTHORITY WITHIN THE ASSOCIATION, ALLOWING FOR THE REMOVAL OF TESTING STATION THAT EXCEED ASSOCIATION RULES.

5. PUBLIC RELATIONS COMMITTEE - WORKS TO IMPROVE THE IMAGE OF TESTING STATIONS AND THE VEHICLE INSPECTION PROFESSION IN GENERAL AND ACTS AS PRESS LIASION FOR THE ASSOCIATION.

6. REVIEW COMMITTEE - OVERSEES THE MONETARY SYSTEM OF THE ASSOCIATION AND THE GENERAL AND THE GENERAL ACTIVATE OF THE ASSOCIATION'S MANAGERS AND COMMITTEES.

ELECTIONS:
THE MANAGEMENT OF THE ASSOCIATION OF TESTING INSTITUTES IS ELECTED ONCE EVERY THREE YEARS BY SECRET ELECTIONS AT THE GENERAL ASSEMBLY OF ALL TESTING STATIONS.

THE MEMBERS COMMITTEE CONSISTS OF THREE MEMBERS AND A CHAIRPERSON. THE ASSOCIATION'S MANAGEMENT CONSISTS OF SEVEN MEMBERS AND A CHAIRPERSON. ALL MANAGEMENT AND COMMITTEE WORK ON A VOLUNTARY BASIS ACCORDING TO THE ASSOCIATION REGULATIONS, THE MANAGEMENT MEETS EVERY SIX MONTHS TO UP-DATE THE ASSOCIATIONS ACTIVATE AND PLAN FUTURE EVENTS.

TECIANICAL PROCEDURES:
THE ASSOCIATION OF TESTING INSTITUTES WORKS TOGETHER WITH THE VEHICLE DEPARTMENT OF THE MINISTRY OF TRANSPORTATION TO EVALUATE ALL VEHICLE TESTING REGULATIONS AND TO CONDUCT A DIALOG WITH THE MANAGERS OF THE VEHICLE DEPARTMENT WITH REGARD TO NEW REGULATIONS BASED ON TECHNOLOGICAL ADVANCES IN THE FIELD. THE TESTING METHOD IN ISRAEL IS BASED ON AN INSPECTION LINE CONSISTING OF THE FOLLOWING TEST POSTS:

1. IDENTIFICATION POST - VEHICLE OWNER AND CHASSIS / ENGINE NUMBER ARE IDENTIFIED IN ORDER TO PREVENT THE LICENSING OF STOLEN VEHICLES. VEHICLE DETAILS ARE CHECKED AGAINST LICENSE DETAILS AS ISSUED BY THE MINISTRY OF TRANSPORTATION. VEHICLE INSTRUMENTATION, LIGHTS AND THE INTERIOR OF THE DRIVERS COMPARTMENT ARE CHECKED.

2. BRAKE SYSTEMS - TESTED BY BRAKE TESTER.

3. MAIN LIGHT SYSTEMS - TESTED FOR BEAM FOCUS AND AIM. IN ISRAEL THE EUROPEAN METHOD OF ASYMMETRIC LIGHTING IS USED.

4. EMMISION TEST FOR GASOLINE ENGINE VEHICLE - C.O. TESTING ACCORDING TO MANUFACTURER'S CRITERIA FOR APPROXIMATE MODEL AND YEAR.

5. WHEEL GEOMETRY TEST - TESTED BY PLAY DETECTOR.

6. HYDRAULIC JACK FOR LIFTING THE VEHICLE'S AXLE.

7. SMOKE TEST FOR DIESEL ENGINE VEHICLE - THE TEST IS PERFORMED WITH LOAD ON A CHASSIS DYNAMOMETER AND OPACIMETER.

TWO PARAMETERS ARE TESTED:
WHEEL HORSE-POWER AND EXAUST SMOKE OPACITY. COMPUTING TEST RESULTS: ALL INFORMATION PERTAINING TO VEHICLE, TEST DATA, AND RESULTS ARE ENTERED INTO A COMPUTERIZED DATA BASE. PERIODICALLY, THIS INFORMATION IS TRANSFERRED TO THE INFORMATION DEPARTMENT OF THE MINISTRY OF TRANSPORTATION.

IT IS THEN SORTED BY TYPE OF MALFUNCTION AND RECORDED AS STATISTICAL RESEARCH BY TYPE OF VEHICLE, MODEL, YEAR OF MANUFACTURE, ETC. THIS DATA IS THEN TRANSFERRED TO THE VEHICLE DEPARTMENT AND TESTING STATIONS. IT IS HELPFUL IN DETERMINING TESTING PROCEDURES AND INDICATES COMMON MALFUNCTIONS OF VARIOUS TYPES OF VEHICLES.

THE LARGER TESTING STATIONS, LOCATED IN THE MAJOR CITIES, ARE CONNECTED ON-LINE TO THE MINISRY OF TRANSPORTATION'S DATA BASE. THIS FACILITATES TRANSFER OF TITLE/OWNERSHIP OF VEHICLES AT THE TESTING STATION.

THE UP-COMING TREND IS TO EQUIP ALL TESTING STATIONS WITH ON-LINE INFORMATION THAT WILL ENABLE TITLE/OWNERSHIP TRANSFER, TECHNICAL CHANCES TO VEHICLE DETAILS AND DATA REGARDING VEHICLE MANDATORY TESTS.

SEVERAL TESTING STATIONS HAVE AN ON-SITE POST OFFICE ALLOWING CUSTOMERS TO PAY CHARGES AND TAXES FOR VEHICLES AS THE VEHICLE UNDERGOES MANDATORY TESTING.
